After seeing the offerings for man-made cover available at Bass Pro a couple years back... I decided to see if I couldn't come up with something myself for less than $100 each.
Turned out to be pretty simple!
I use 1/2" polypropylene tubing, like you would use for a low-flow watering system as the branches and attach it to a pvc upright about 1 1/2" in diameter to act as the trunk.
The "trunk" is cemented into about 2 to 3 inches of cement which is 12" in diameter. This provides weight and eventually settles very well into the lake bottom.
Unlike crappie trees made from wood or other products, hooks will slip along the tubing and pvc rather than snagging.

Withe the water being as low as it is in most lakes right now, you can take that tubing and cut off 2 to 3 foot long pieces and attach them directly to stumps that have lost all there natural cover. Just start them near the bottom of the trunk and work your way up and around them.
I'd use some kind of galvanized screw and long enough to get through any bark that might be left on them so they don't just fall off if the bark does.
